PLWA Board of Directors

Betty Ann Lough, President

Current term 2024-2026

Betty Ann has spent every summer at Pigeon Lake in the cabin her Dad built in 1959.  Her entire family still treasures their time at “The Lake” and she feels lucky to be able to still enjoy it here.  Betty Ann worked for IBM in various roles including Project Management. As a PLWA Director, she is dedicated to supporting efforts to ensure the lake stays healthy so future generations can have the same great lake experiences she has enjoyed.


Don Davidson, Secretary

Current term 2025-2027

Don is a longtime resident of Pigeon Lake and is currently mayor of the Summer Village of Grandview. He has been involved with the PLWA since it was formed and is the vice-chair of the Pigeon Lake Management Plan Steering Committee. Don is a professional engineer and is keenly interested in lake science, he has been instrumental in getting university research projects initiated at Pigeon Lake. He continues the initiative to rid invasive Himalayan Balsam from the watershed. and is an advocate for municipal policies including shoreline protection, promoting natural vegetation, and the banning of fertilizers and cosmetic lawn herbicides.


Bob Gibbs

Current term 2024-2026

A long-time Pigeon Lake resident, Bob took on the mission of establishing a watershed management plan for Pigeon Lake and since 2012 has chaired the Pigeon Lake Watershed Management Plan Steering Committee. Professionally, Bob Gibbs is retired from a consulting practice with a specialty in Landscape Architecture, Regional and Environmental Planning.


John Haley

Current term 2025-2027

John arrived at the shores of Pigeon Lake in 1969 as a child enchanted by beaches, water and sailing. Today John is also managing his private wetlands for the benefit of legions of frogs, bats, insects and large mammals.

As a professional engineer, John worked his entire career maintaining energy infrastructure with a passion for Process Safety, designing safety and reliability into the workplace.

Ian Rawlinson

Current term 2025-2027

Ian has had a cabin at Pigeon Lake for over a decade and considers it his family's home. A recovering and now retired Principal, Ian became Mayor of Crystal Springs after taking a strong interest in helping educate residents as to what strong lake stewardship looks like. Ian was instrumental in helping secure the monitoring buoy that is permanently placed in Pigeon Lake and is committed to leaving a legacy of improved lake health for his and all other families who call this gem of Alberta home.


Thank you to the many directors who have served their terms and moved on from PLWA. We will be forever grateful for your time and dedication to improve and maintain the health of Pigeon Lake and it’s watershed!

Glinis Buffalo, Vice President

Current Term 2025-2027

Glinis Buffalo is a member of Samson Cree Nation, Maskwacis, Treaty 6 Territory and based in Edmonton. She has over 20 years of professional immersion in planning, policy and engagement. Glinis’ close connection to her Nehiyaw way of life combined with western planning experience, her extensive collaboration with Treaty 6, 7 and 8 First Nations, all levels of government and industry, gave her the vision to establish ‘Glinis Buffalo Consulting’ (GBC).

GBC is an Indigenous owned professional planning firm dedicated to providing expert strategies to efficiently implement land use and community planning leadership, in collaboration with Indigenous Peoples, government and industry. GBC accomplishes outcomes that reflects and respects her clients’ values, interests, processes and traditional ways of knowing.

Glinis is the first First Nations Woman to attain her Registered Professional Planner (RPP) with the Alberta Institute of Planners (APPI) and Registered Member of the Canadian Institute of Planners (MCIP) designations and be elected as a volunteer Councillor with APPI. Glinis has a Bachelor of Science in Environmental Science from the University of Lethbridge.


Rick Melia, Treasurer

Current term 2024-2026

Rick is recently retired and calls Pigeon Lake home. He and his wife are making improvements on their lake lot to slow and filter runoff including adding a clean runoff rain garden. Rick is a mechanical engineer and has years of experience running businesses. He also spent many years as a volunteer with the Edmonton Rugby Union, including consecutive terms as President.

Ali Greenslade

Current term 2024-2026

Ali works for the Métis Nation of Alberta as a climate policy analyst. She has a background in environmental science and recently finished a Master’s degree in climate action leadership. More importantly she loves Pigeon Lake, spending much time there growing up. She spent summers at Ma-Me-O and at Johnsonia with her family.

Peggy Juchli

Current term 2024-2026

Peggy is a retired teacher and returning PLWA board member, re-joining the board in 2020. She is a life-long resident of Pigeon Lake (all the way from child to grandparent). Peggy’s focus is on lake stewardship. For several years she organized the Great Canadian Shoreline Cleanup at Pigeon Lake.


Leonard Standingontheroad

Current term 2024-2026

Leonard was in leadership with Montana First Nation for 12 years. Six of those years he spent as a council member, and the other six saw him in the role of Chief. Leonard was also a member of the Battle River Watershed Alliance back when they were first getting started. He is now semi-retired, and working part time for his Nation.


PLWA Staff

Amanda Koot, General Manager

Amanda is originally from Victoria, BC but has spent the majority of her life in Edmonton. She has a B.Sc. in Environmental Studies, with a concentration in Biology, from The King’s University in Edmonton. Amanda spent multiple summers during her undergrad working as an Environmental Program Coordinator with PLWA where she fell in love with Pigeon Lake and its surrounding environment. She is passionate about science and monitoring, advocacy, and environmental education. She is excited to continue to work with the community at Pigeon Lake to continue to improve the general health of the watershed!
